Basque Government Rejects Solaria Zierbena Solar 3 Project

The Territorial Delegation of Industry of the Basque Government has shelved the project promoted by Solaria Eguzki Sorkuntza, S.L. due to the expiration of its grid connection permit.

The Territorial Delegation of Industry of the Basque Government has rejected the Solaria Zierbena Solar 3 photovoltaic installation project, promoted by Solaria Eguzki Sorkuntza, S.L. in the Zigoitia and Zuia municipalities of Araba, due to the expiration of its grid connection permit.

The resolution, dated April 23, 2026, entails the denial of the prior administrative authorization and the definitive archiving of the file. The main reason for this decision is the expiration of the grid access and connection permit, declared by Red Eléctrica de España on January 27, 2026.
This expiration occurred because a favorable Environmental Impact Statement, an essential requirement, was not obtained within the legal period of 31 months. The Zierbena 3 project aimed to establish a large photovoltaic solar park between Gopegi, Larrinoa, Acosta, Zestafe, and Eribe.
It planned for the installation of 103,432 solar panels, with a total power of 49.89 megawatts (MWp). Additionally, the construction of a substation named Gopegi of 30/220 kV in Ondategi, and a 220 kV energy evacuation line extending to Ayala, was foreseen.
