The Regional Government of Andalusia has urged the Central Government to rectify the Order from the Ministry of Finance establishing the reduction of net yield indices in the objective estimation regime of Personal Income Tax (IRPF) for agricultural activity in 2025. The aim is to ensure that producers of olive groves and horticultural crops, among others, can benefit from this tax reduction, adapting it to the complex situation of the primary sector in the region.
The Ministry of Agriculture argues that the current ministerial order does not reflect the extent of losses suffered by Andalusian farmers and ranchers due to adverse factors such as storms, pests, and diseases. The regional administration considers the 5% reduction proposed by the State to be insufficient, especially compared to the requests for a general decrease of 35% for agriculture and 50% for livestock.
Regarding olive groves, the Ministry requested a reduction of the index from 0.26 to 0.17 for all of Andalusia, but the central administration has only applied a reduction to 0.25. Specific requests for table olives in certain municipalities have also not been addressed, despite the justifications provided.
In the horticultural sector, the request to reduce the index to 0.14 for the entire autonomous community has only been partially applied to peppers in municipalities of the Poniente Almeriense, excluding other products and areas.
The Ministry of Agriculture also regrets that the requested reductions for rice (a decrease from 0.32 to 0.21 was requested, but only a reduction to 0.30 was made), as well as for sugar beet, cereals, table grapes, flowers, and ornamental plants, have not been accepted. At the provincial level, the lack of attention to specific requests in Jaén for olives and in Málaga for vetches is noted.
The Regional Government of Andalusia considers it "unacceptable" that the Central Government has not thoroughly considered the technical reports presented, overlooking the "worrying" situation of Andalusian agriculture. Therefore, it reiterates its commitment and requests a rectification to include the mentioned crops in the IRPF module reduction, calling it "a fair, necessary, and fully justified measure" to alleviate the sector's tax burden.
