Of the total, 258.4 million correspond to Inheritance and Gift Tax, 58.4 million to Property Transfer Tax, and 112 million to new regional IRPF deductions. In the province of Alicante, the new rates for the Property Transfer Tax have benefited 15,979 declarants, with an average saving of 1,337 euros per operation.
This saving is part of the regional balance of 58.4 million euros in savings between January 2024 and March 2026, after 42,434 declarations were filed with the new reduced rates and the rate for agricultural plots. The largest block in the overall reform remains Inheritance and Gift Tax.
For Inheritance Tax, the estimated saving between January 2024 and March 2026 amounts to 244.3 million euros. The comparison used by the ATV shows that taxpayers paid an average of 37 million euros between January and March before the reduction, compared to 2.8 million paid in the same period of 2026. In the first quarter of this year alone, the saving reached 34.2 million euros.
In the Gift Tax section, the Generalitat also highlights an increase in operations between groups I and II. The average between January and March from 2021 to 2023 was 10,847 gifts, while in 2026 it reached 17,096. The taxable base also increased, from 44.8 million to 275.2 million euros, while the average fee paid decreased by 73.6%, from 4,084 euros to 1,078 euros.
According to this balance, recipients in these groups have gone from paying an average of 4.1 million euros between January and March before the reform to 0.6 million in the first quarter of 2026. This difference represents a saving of 3.5 million euros in those three months and raises the total accumulated in gifts to 14.1 million, also including 2024 and 2025.
Within the Property Transfer Tax, the most used rate has been for young people buying their first habitual home. In total, 30,264 declarations have been registered with an average saving of 1,502 euros per taxpayer, representing 45.5 million euros in savings. In the case of Alicante, this block concentrates 10,883 beneficiaries and 15.9 million euros in total savings.
The reform also includes advantages for other groups. According to the Consell, people with disabilities register an average saving of 796 euros; large and single-parent families, 588 euros; women victims of gender violence, 879 euros; acquisitions of special regime VPO as a first habitual home, 775 euros; general regime VPO, 1,609 euros; and the purchase of agricultural plots, an average of 760 euros.
The third pillar of the reform focuses on regional IRPF. At the end of 2023, two new deductions were incorporated: one for expenses associated with sports practice and another for health and assistance expenses, such as dental, mental, or visual health. Later, after the DANA of October 29, 2024, two more were added: one for repair expenses in the habitual home to address damages and another for amounts invested in entities that carry out their economic activity in affected municipalities.
Overall, the regional IRPF deductions have resulted in savings of 112 million euros in the last two years. With this, the tax reform activated by the Consell since 2023 exceeds 428.8 million euros in accumulated savings in the Valencian Community.
