The proposed text for Vitoria-Gasteiz aims to modernize key aspects such as license management, vehicle advertising, and inspection procedures. The goal is to replace the outdated current regulation with a more agile framework adapted to the current reality of urban transport.
The draft includes an increase to 194 licenses, compared to the current 174. However, issues such as duty shifts and the effective expansion of permits will be handled through municipal decrees, separating daily operations from the general regulation of the sector.
A fundamental pillar of the reform is digitalization. It establishes the mandatory use of telematic booking systems before December 31, 2027, eliminating physical media such as paper street maps and replacing invoice books with electronic billing software.
