Urretxu Town Council Closes 2025 Fiscal Year with Over 5 Million Euros in Surplus

The municipality reports zero debt and meets budgetary stability targets, despite some investment projects being postponed.

The Urretxu Town Council has announced the liquidation of its 2025 budget, revealing a significant treasury surplus exceeding 5.2 million euros and zero debt, despite the deferral of several investment projects.

As reported in the latest plenary session, the Urretxu Town Council concluded the 2025 fiscal year with a treasury surplus amounting to 5,255,770.56 euros. Furthermore, the council's outstanding debt stands at 0%, indicating robust financial health. The expenditure execution rate was 77%, a slight decrease from the 86% recorded in the previous year.
In the investment sector, the execution level was lower than last year, primarily due to the postponement of the start of several projects. These include the new Aldiribi sports center, the new Mundo Mejor car park, and the renovation of the Santa Bárbara hostel. Nevertheless, other works were completed, such as equipping the Aspace comprehensive center, installing an elevator, fire detection systems, and air renewal in the Pagoeta sociocultural center, and establishing the IKASLAB classroom in Gainzuri.
Regarding income, the contribution from the Gipuzkoa Provincial Council was highlighted, exceeding initial forecasts to reach 6,242,375.53 euros. This resulted in a 104% execution rate for collected revenues. The council achieved a surplus of 991,247.07 euros in 2025, and the spending rule variation did not exceed 3.2%, thus exempting the Town Council from needing to approve an economic-financial plan.
Finally, a credit modification was announced, incorporating 1,127,836.97 euros from the 2025 surplus to cover various expenses. This amount has been allocated to 45 items, notably including the new climbing wall project (350,000 euros), the renovation and expansion of the day center (310,402.13 euros), the equipping of apartments in the Pasionistas building (75,000 euros), and the installation of a public toilet next to the bidegorri in San Martin-Barrenkale (72,691.67 euros).
