Rental Price Reference Index Comes into Force in Álava

The new index, published by the Ministry of Housing and Urban Agenda, will set limits on rental prices in Vitoria-Gasteiz, declared a stressed area.

The new rental price reference index, published by the Ministry of Housing and Urban Agenda, has come into force today in Álava to limit prices following the declaration of Vitoria-Gasteiz as a stressed area.

The Official State Gazette (BOE) published this Tuesday the resolution of the Ministry of Housing and Urban Agenda establishing the reference price index for Álava. The measure, which comes into force today, sets the framework for limiting all housing rental prices after Vitoria-Gasteiz was declared a stressed area at the end of last October.
With the application of this new index, a price range is now available, applicable from today to large landlords (those owning five or more properties), to homes entering the rental market for the first time, and to those that have not been rented in the last five years.
The data corresponding to Álava, incorporated into the State Reference System for Housing Rental Prices (SERPAVI), are presented with the maximum level of detail, with 2024 data at the census section, district, municipality, and territory level, based on information provided by Eustat as a result of an exploitation of data from the Álava Provincial Treasury.
This establishes an objective framework for limiting rents in areas with greater pressure on the residential market. However, it should be remembered that approximately 90% of rental contracts in the affected municipalities were already subject to control mechanisms through the Housing Rental Reference Index (IRAV), currently at 2.47%, which sets annual revisions and renewals of contracts, regardless of whether there is a change in the contract holder.
Consequently, the new index will primarily apply to the remaining 10% of contracts. To consult the reference price range applicable to a specific home, visible from today, it is necessary to enter the cadastral reference or the full address of the property, along with additional information such as the energy certificate, floor, and state of conservation.
This information allows for an objective estimate of the appropriate monthly rent for each case. Access to the system is through the website of the Ministry of Housing and Urban Agenda. According to data for Vitoria-Gasteiz, rents range between 624 and 813 euros per month, with 721 euros being the most common price.
