ENBA, in alignment with the Basque Government and Euromontana, has advocated for increased autonomy for Euskadi in the administration of the CAP. This demand was articulated during a conference organized at the Kursaal in Donostia, where details of the new CAP and the impacts of the Mercosur pact were discussed. Euromontana, the organization of European mountain countries, has the Basque Country (CAV) holding its vice-presidency, which strengthens the regional agricultural voice.
Gonzalo Corrales, head of the UPA union's delegation in Brussels, reported that the CAP proposal for the 2028-2034 period anticipates a 20% reduction in its budget. He also expressed concern about the creation of a multi-fund where the CAP would have to share resources with areas such as defense and innovation. Corrales noted that the limited influence of agricultural representatives in budget allocation negotiations is a source of unease.
From a more local perspective, Iñigo Bilbao, ENBA's representative, echoed the call for greater autonomy in CAP management, a stance shared by the Basque Government and Euromontana. Bilbao voiced doubts about securing sufficient funds for the primary sector in regions like Euskadi, where the agricultural activity's weight is less significant compared to other areas.
The agreement signed between the European Union and Mercosur (the Southern Common Market, comprising Argentina, Uruguay, Paraguay, Brazil, and Bolivia) was another key topic of the conference. ENBA aimed to encourage reflection on this issue, featuring insights from Alejandro Gutiérrez, deputy director of Provacuno, and Carlos Etxchepare, an Argentine economist with extensive knowledge of South American productive realities.
Gutiérrez focused his intervention on the effects of the EU-Mercosur pact on the beef market, emphasizing the need to strengthen controls on imported meat to ensure compliance with conditions. Etxchepare, in turn, provided an overview of Mercosur's exports, explaining how they vary according to geostrategic movements, and asserted that China is the epicenter of these exports.
