Bizkaia's Treasury Expects to Refund Nearly 635 Million Euros in 2025 Income Tax Campaign

The Provincial Treasury anticipates 683,000 tax declarations and that 180,000 individuals will not be obligated to file.

The Provincial Treasury of Bizkaia anticipates refunding 634.9 million euros during the 2025 Income Tax campaign, running from April 15 to June 30, with approximately 180,000 individuals not required to file.

In Bizkaia, the deadline for submitting the 2025 Personal Income Tax (IRPF) declaration began on April 15 and will extend until June 30. The Provincial Treasury expects around 683,000 income tax declarations, with refunds totaling 634.9 million euros and a net negative result of 190 million euros, as the Treasury estimates collecting nearly 444.9 million.
Furthermore, the Provincial Treasury estimates that taxpayers in Bizkaia will apply nearly 777.5 million euros in social deductions for dependents, elderly individuals, disability, dependency, housing, and contributions to social welfare entities. This amount would be supplemented by sums linked to new deductions approved in the fiscal review, such as those related to work-life balance, which are difficult to quantify in advance.
Similarly, the Provincial Council has prepared 795,479 draft income tax declarations: 726,846 in individual modality and 68,633 in joint taxation, intended for family units for whom this option is more beneficial. The Provincial Deputy for the Department of Finance and Treasury of Bizkaia, Itxaso Berrojalbiz, highlighted that in this income tax campaign, those who earned less than 20,000 euros will not be obliged to file a declaration.

"This is a milestone that will benefit approximately 180,000 people in Bizkaia, and it does not occur anywhere else in the State, only in Bizkaia, Gipuzkoa, and Álava."

Ms. Berrojalbiz added that, while not obligated, they will have the option to file if they can benefit from tax deductions they may be entitled to. In total, 275,500 people will benefit from deductions for dependents (163.5 million euros), 85,000 will apply the deduction for disability or dependency (105 million euros), and 130,000 people over 65 will benefit from an average deduction of 631 euros, totaling up to 82 million euros.
On the other hand, 225 million euros will be refunded for investment in habitual housing, benefiting 198,000 people with an average deduction of 1,136 euros. For the deduction for habitual housing rental, 71 million euros will be refunded, benefiting 63,000 people with an average deduction of 1,127 euros. Deductions for contributions to social welfare systems amount to 131 million euros, with 174,500 taxpayers benefiting.
Finally, the deadline for submitting the declaration for the Wealth Tax and the Temporary Solidarity Tax on Large Fortunes for the 2025 exercise will begin on May 4. In this instance, the Provincial Treasury estimates that approximately 9,500 declarations will be filed during the 2025 campaign, totaling 135 million euros.
