The Basque Government will contribute 60 million euros to refurbish the facilities of the former Lemoiz nuclear power plant, paving the way for a sole fish production project. This investment is part of a planned 170 million euro public-private investment, and as the Basque Government owns the land and structures, it will fully cover the civil works cost.
Furthermore, the Basque Government's involvement will not stop there, as negotiations are underway regarding its percentage of capital participation in the company. This project is led by Aquacría Basordas, managed by Sea Eight, a leading firm in sole fish production and a supplier to Mercadona. This company has finally decided to embark on the project after several failed attempts.

The project will also involve public capital and the participation of universities, research centers, biotechnology sector companies, and all stakeholders related to food transformation. The agri-food sector is one of the most promising globally, given the growth of the world population and the limits to feeding it sustainably. Regarding the use of the publicly owned land and buildings, a rental scheme is foreseen, though the amount has not yet been disclosed.
According to sector sources, the old Lemoiz nuclear power plant has intricate road access, which presents a logistical challenge. Additionally, its distance from major transport hubs is a factor to consider for a project with international aspirations. Nevertheless, the Basque Government emphasizes that the project is structured around a comprehensive development strategy that includes generating knowledge and innovation, creating qualified employment, and fostering a network of local suppliers.
