Promenade Shopping Center Construction Awarded in Lleida

The project, with a 145 million euro investment, is expected to create 1,400 jobs and open by the end of 2027 in the Torre Salses area.

The developers of the future Promenade Lleida shopping center have awarded the construction to a temporary joint venture, involving a 145 million euro investment and an anticipated opening by late 2027 in the Torre Salses area.

The construction of the Shopping Promenade Lleida commercial center, promoted by Eurofund Group and Frey, will be carried out by a temporary joint venture (UTE) formed by the companies Romero Polo, Sorigué, and Dragados. This facility, spanning 56,000 square meters, will be located in the Torre Salses area, between La Bordeta and Els Mangraners, and represents a total investment of 145 million euros.
The works assigned to this UTE will cover the entire construction of the complex. The initial phases will focus on earthmoving and foundations. Subsequently, the building structures will be erected, facades and roofs will be executed, and interior conditioning will be completed. The final phase will include the urbanization of the surroundings, the creation of parking areas, and the development of 20,000 square meters of green spaces, along with the planting of a thousand trees.
During peak construction periods, up to 300 workers are expected on site, with a priority given to hiring local professionals and companies. This shopping center, the first of its kind in Lleida, will offer commercial spaces, leisure, dining, green areas, family play zones, and "cultural experiences." It is estimated to generate 400 direct jobs and a thousand indirect jobs. The opening is scheduled for late 2027, with an estimated 5 to 6 million annual visitors.
The processing of this project has taken over a decade, despite already having the commercial license from the Generalitat and the building permit from the city council. The project has generated controversy, with opposition from most merchant associations and a significant portion of the municipal opposition groups. In addition to the 145 million euros for the complex's construction, which is the largest private investment in the capital, an additional 9.8 million euros will be allocated for the construction of access roads, such as the duplication of Víctor Torres avenue, and the expansion of bus lines and bike lanes from the city center.
