During 2025, the province of Barcelona accounted for 68% of new housing constructions in Catalonia, totaling 10,553 properties. Despite this concentration, a 3.4% decrease was observed compared to the previous year. In contrast, the provinces of Girona and Tarragona maintained a steady growth rate in the construction sector.
Data released by the Association of Developers of Catalonia on April 27 reveals a concerning drop in construction in Vallès Occidental, with 2,393 homes started and a 4.2% decrease. Nevertheless, this region remains the second with the most new construction initiated, only surpassed by Baix Llobregat, which continues to rise.
The negative dynamic in Vallès Occidental is also reflected in Terrassa, which, with 542 homes started in 2025, ranks third in Catalonia. This figure represents 23% of the regional total, with the majority concentrated in the last quarter of the year. The city was surpassed by Barcelona (1,199 permits) and Viladecans (709), and was slightly ahead of Esplugues de Llobregat (507) and Sabadell (476). However, Terrassa experienced a 19% decrease compared to the 669 homes built in 2024, while Sabadell registered a drop of over 8%.
Regarding completed homes, Terrassa led Vallès Occidental in 2025 with 862 properties, surpassing Sabadell's 672. At the Catalan level, it was only surpassed by Barcelona (1,434), Viladecans (900), and Badalona (870).
In the protected housing sector, Catalonia registered 3,128 provisional HPO qualifications in 2025, a 13.4% reduction compared to 2024. Qualifications were mainly concentrated in Baix Llobregat (1,389) and Barcelonès (1,020), followed by Vallès Occidental (272), Maresme (188), and Vallès Oriental (135). At the municipal level, Barcelona (953), Viladecans (400), and Esplugues de Llobregat (231) stood out, while Terrassa was at the lower end with 81 homes, behind Sabadell (125).
In 2025, 15,589 new construction permits were registered in Catalonia. The APCE believes that the current production rate is insufficient to balance residential market supply and demand, estimating a need for 25,000-30,000 properties annually according to the Catalonia Territorial Sectoral Housing Plan (PTSH). The majority of initiated homes are multi-family (79%), with 12.7% corresponding to detached typologies. In terms of surface area, 38% of homes are between 76 and 100 m², 23% between 101 and 125 m², and 31.5% exceed 126 m².
