Government Boosts Empordà Industrial Parks and Girona Airport

The new National Pact for Industry allocates 5 billion euros to enhance the competitiveness and export capacity of Girona's businesses.

The Government has unveiled the new National Pact for Industry, prioritizing the development of the Logis Empordà industrial park and the area around Girona Airport to strengthen the logistical role of the Girona region.

The new National Pact for Industry, covering the period 2026-2030, identifies the development of Logis Empordà and the industrial zone around Girona Airport as key actions to enhance the logistical role of the Girona region. This roadmap includes a global investment of 5 billion euros and 190 measures to transform Catalan industry, with a specific focus on improving the competitiveness, internationalization, and resilience of Girona's businesses against challenges such as the drought.
Among the pact's concrete points is the drafting of urban development plans for Logis Empordà, spanning 60 hectares with an estimated budget of 5.3 million euros, and for the area surrounding Girona Airport, which exceeds 100 hectares. In Girona, the Government's strategy will concentrate on export capacity and improving logistical infrastructure, acknowledging the diversified industrial economy of the region, which accounts for approximately 20% of the territory's Gross Value Added. Girona's exports have seen 16 consecutive years of record growth, approaching 8.6 billion euros in 2025.
The Minister of Business and Labour, Miquel Sàmper, presented the pact in Girona, emphasizing that these development plans will enable a "more agile, faster" process, while acknowledging the accumulated delays in establishing these areas. The event was also attended by the Government delegate in Girona, Xavier Guitart, and other relevant general directors.
Logistics is a primary focus, but the pact also strengthens the internationalization of Girona's companies through an ACCIÓ strategy to integrate them into global value chains. Furthermore, water availability is addressed with the Water Resilience Strategy, incorporating new desalination plants and water regeneration facilities to ensure supply for economic activities amidst potential drought periods.
Finally, the ICF Girona Innovation Fund, co-financed by the Institut Català de Finances and the Ajuntament de Girona, will be established to facilitate access to finance for local businesses. The pact also highlights key sectors in the region such as agri-food, cork, metallurgy, machinery, transport equipment, chemicals, and textiles.
