According to data from the entity's latest market report, 79 provisional social housing (HPO) qualifications were registered in the Girona region during 2025. This figure contrasts with the 4,946 applications currently listed in the Registry of Applicants for Social Housing.
The sector points out that, despite general residential activity, the supply of affordable housing remains stagnant. Data indicates that the ratio of provisional HPO qualifications accumulated between 2020 and 2025 is 0.5 homes per 1,000 inhabitants, a figure much lower than the 3.4 homes per 1,000 inhabitants recorded in general new construction during 2025.
To reverse this situation, developers argue for the need to establish conditions that ensure the economic viability of projects. The sector's demands include the availability of suitable land, greater administrative agility, and closer collaboration between public administrations and private companies.
