Catalonia Allocates 2.5 Million Euros to Blue Economy Projects in Fishing Municipalities

A total of 165 initiatives will receive financial support to boost the fishing sector and maritime heritage, with a global investment of 6 million euros.

The Department of Agriculture, Livestock, Fisheries and Food announced at the Seafood fair the projects of the Local Action Groups for Fisheries (GALP) that are eligible for aid to promote the blue economy in fishing municipalities of Catalonia.

These grants, totaling 2.5 million euros, will be allocated to 165 actions that will mobilize a total investment of 6 million euros in the territory. This year's call for proposals has seen a significant increase in submissions, with 245 projects presented, which has left some initiatives unfunded due to budget exhaustion, especially in newly created groups such as Marina de Llevant, Costa Central, and Costa Daurada.
The funds are aimed at public and private operators in the local blue economy, including administrations, companies, and entities, who submit projects aligned with the strategies defined by the GALP. These groups are responsible for driving the management of European funds from the territory, orienting actions towards local priorities.
The funded projects aim to increase the added value of fishery products through investments in processing, trade, and restoration. They also promote the dissemination of fishing activity, the preservation of the cultural and environmental heritage of coastal towns, and the strengthening of the role of fishing communities in tourism and the governance of marine resources.
Among the highlighted initiatives are cooperation projects such as the implementation of the “Peix de Llotja” brand in Catalan fishmongers, the production of a documentary on the Mediterranean coastal fleet, and the “Família i Peix” project, which promotes the consumption of fishery products in households. These cooperation actions have received 122,344 euros.
Regarding territorial distribution, the GALP Costa Brava, which includes municipalities such as Cadaqués, Roses, Palamós, or l'Escala, plans to execute 25 projects out of the 37 presented, with a subsidy of 579,480 euros and an investment of 765,115 euros. In the Mar de l'Ebre, 42 actions will be promoted with aid of 624,104 euros. The Marina de Llevant group will develop 18 projects with a subsidy of 439,312 euros and a total investment of 650,000 euros. The Costa Central will finance 20 projects with 405,829 euros, and the Costa Daurada will promote 20 actions with 368,277 euros.
Aid from the European Maritime, Fisheries and Aquaculture Fund (EMFAF) has shown an upward trend. In 2024, 124 projects were executed with 2.1 million euros in aid, and in 2025, 124 initiatives were also funded with 2.2 million euros. For 2026, support is expected for 165 projects, exhausting the available budget of 2.5 million euros.
During the Seafood fair, outstanding projects from 2025 were also recognized. From the GALP Mar de l'Ebre, the initiative “Les Cases: Dones i Mar”, which highlights the role of women in the fishing sector, was valued. From the GALP Costa Daurada, an investment by a company to expand its range of products made from market fish was highlighted. The GALP Costa Central recognized the magazine La Nostra Mar, dedicated to the dissemination of maritime heritage, and the Marina de Llevant group highlighted the entrepreneurial project of a fisherman from Arenys de Mar. Finally, from the Costa Brava group, the “Art i Pesca” project, promoted by the Federation of Fishermen's Guilds of Girona, which combines urban art and maritime culture, was highlighted.
