Aena Relaunches 38 Million Tender to Oversee Alicante Airport Expansion

The tender seeks technical assistance for the Project Management of the Miguel Hernández airport expansion, following a previous cancellation.

Aena has reactivated the tender to contract technical assistance for supervising the drafting of expansion projects for Alicante-Elche Miguel Hernández Airport, an investment exceeding 38.2 million euros.

This new tender seeks Project Management direction, meaning external consultancy responsible for overseeing the drafting of the aerodrome's expansion projects, as well as construction management, control, and surveillance of the initial actions associated with this investment. The goal is to multiply the operational capacity of the provincial terminal.
The first call for tenders, launched last October, was canceled a month later to introduce modifications to the specifications. These changes focused on clauses related to the technical solvency requirements that interested companies had to meet. The decision was made after the Central Administrative Court of Contractual Appeals (TACRC) accepted a challenge against a similar tender for other airports and annulled it.
Aena chose to invalidate the first tender for Miguel Hernández Airport to avoid a potential appeal that could jeopardize the execution of the expansion project's drafting. Now, the tender is being re-issued with the modifications already incorporated, maintaining all other conditions, including the budget of over 38.2 million euros (excluding taxes).
Meanwhile, Aena has not yet finalized the award for the drafting of the expansion project itself. This tender, launched in January 2025 for an amount of 19.8 million, is currently being decided among three architecture firms that advanced to the final evaluation phase. The proposal with the best rating, according to the agreement from last December, was presented by an international alliance comprising French firm JFS Architectes, Italian One Works Spa, and Spanish Viarium Ingeniería, scoring 89.25 points and offering the lowest price.
The other top alternatives are from Cemosa, Fairbanks Arquitectos, and Sener Mobility (87.82 points and 12,922,018 euros), and from Prointec, Francisco Benítez Arquitectos, and Incosa (83.29 points and 12,903,864 euros). The awarded firm will be responsible for designing all planned actions to improve the aerodrome's infrastructure, totaling 1.154 billion euros. This includes the construction of a new boarding pier after the demolition of the old T-1 and the Civil Aviation building. These new facilities will enable more boarding gates for non-Schengen traffic, primarily connections with the United Kingdom.
