The Plenary of the Sant Adrià de Besòs City Council has given provisional approval to the Urban Improvement Plan (PMU) that unlocks the construction of Inditex's new corporate campus. This initiative, which will transform nearly 90,000 square meters on the coastline, will house the central headquarters for the brands Massimo Dutti, Bershka, Oysho, and Lefties, currently located in Tordera-Palafolls.
The vote was supported by the governing PSC (11 councilors), ERC (3), and one non-attached member, while the PP (2) and Vox (2) abstained, and Sant Adrià En Comú (2) voted against. The plan incorporates the dismissal of submitted objections, except for those related to the justification of public interest and the need for specific volumetric planning to adapt building parameters to the new uses.
The project, designed by the firm Batlle i Roig Arquitectura and promoted by Ceetrus Urban Playa, Alcampo, and Inditex, foresees the construction of four main buildings, one for each brand, featuring office spaces, product development areas, and workshops. The complex will have a buildable area close to 164,000 square meters and will be organized around three large interior courtyards.
This initiative is part of the transformation of the Besòs coastline and the Tres Xemeneies sector, which will also include the future Catalunya Media City. Associated urban improvements include the redevelopment of Avinguda de la Platja, the decontamination of industrial land, and the creation of a free public parking lot with 600 spaces. The protected chimney of the former Celo factory will be preserved and rehabilitated.
The Councilor for Territory, José Gras, described the approval as a "very important" and "decisive" step for the city's transformation. He defended the project's sustainability, supported by numerous favorable reports from bodies such as the ATM, ACA, the Consorci del Besòs, and various departments of the Generalitat and the Spanish government. It was highlighted that the maximum building height will be 27.5 meters on a 60-meter-wide avenue, with the fourth floor set back to minimize visual impact.
The City Council anticipates that the establishment of Inditex will act as a driver for economic development and urban regeneration, with an estimated 1,500 employees and the consolidation of a new district for economic activity and innovation at the northern entrance of the metropolitan area of Barcelona.
