Price hikes leave 11 public works projects stalled in Lleida

The rise in construction costs has led to eleven public works projects in Lleida being left without bids since the beginning of the year, halting investments worth nearly 5 million euros.

The escalation in material and labor costs has become the primary reason why at least eleven public works projects have gone unawarded in the Lleida region this year. This situation has paralyzed investments approaching five million euros. Among the affected projects are the design and execution of the expansion and renovation of the Mossos d'Esquadra police station in Vielha (budgeted at 2.11 million euros), the construction of a pedestrian footbridge in Cellers (521,000 euros), the environmental restoration of the Borén reservoir tail (386,000 euros), and the repair of tunnel 5 and other works in tunnels 3 and 4 of the Pobla line (317,000 euros).
In total, the amount of stalled public funds amounts to 4,967,964 euros, a figure representing nearly one million euros per month while awaiting viable offers. This situation is comparable to the previous year, when Lleida recorded up to 62 unawarded projects valued at 17,422,097 euros, according to data from the Chamber of Construction Contractors of Catalonia.
Significant projects such as the public residence in Pardinyes (with an estimated cost of 4.86 million euros), the adaptation of the kitchen at Lleida prison (1.26 million), or the recreational and bathing area in Ogern, in Solsonès (513,000 euros), were left pending in 2025. Lluís Moreno Lasalle, president of the Chamber of Construction Contractors, noted that following the covid pandemic, public works tendering in Catalonia has seen a substantial increase, rising from 1,000 to 4,000 million euros annually. This growth is largely attributed to the renovation projects for Rodalies (commuter rail) and the Generalitat's 2+1 road plan, as well as investments in ports and healthcare facilities.
The Next Generation funds, which conclude between this June and December, have also significantly influenced tendering. Between 2021 and 2025, projects worth 855 million euros have been tendered in Lleida, with 167 million euros (approximately 19.6%) being financed by these European grants.
