The Catalan employers' association regrets that state investment in Catalonia stands at 8.6%, a figure that contrasts with the 19% it should receive according to its GDP share, and which even exceeds its demographic weight (17%). Foment del Treball considers this discrepancy to reflect a structural problem that has persisted for years, with an execution rate of the state's general budgets for Catalonia fluctuating between 44.6% and 61.2%.
The organization highlights that the accumulated deficit in infrastructure investment in Catalonia between 2009 and 2025 amounts to 49,543 million euros. This delay affects strategic projects such as the Commuter Rail Plan (over 5,000 million pending), El Prat Airport (nearly 3,200 million), water infrastructure (around 900 million), and the Mediterranean Corridor (approximately 2,000 million).
According to Foment, these delays negatively impact competitiveness and economic activity, increasing business costs, hindering mobility, and reducing Catalonia's attractiveness for investment. The employers' association considers it "intolerable" that Catalonia is being "strangled", with a deterioration of public services and a hindrance to competitiveness.
The employers' association notes that Madrid received 3,218 million euros, 2.4 times more than Catalonia. To improve execution, they propose strengthening state bodies in Catalonia or transferring resources and management to the Generalitat. They also call for binding timelines, public monitoring, and accountability.
Foment del Treball calls on Catalan and Spanish political representatives to prioritize infrastructure improvement through greater effective execution of committed investments and adherence to deadlines.
