The total value of these projects amounts to 456.66 million euros. According to the organization, this situation arises because public administrations continue to issue tenders with budgets below market rates, which discourages companies from participating.
The issue has intensified during the first half of 2026, with the value of unawarded projects reaching 259.19 million euros. This figure represents a 32% increase compared to the 197.47 million recorded throughout the previous year.
A breakdown by administration shows that local entities account for the majority of the affected volume, with over 315 million euros in vacant projects. Meanwhile, the Government of the Canary Islands has accumulated over 105 million euros in tenders that failed to attract bidders.
The association warns that, beyond the lack of interest in new tenders, there is a risk to the viability of already awarded contracts due to rising execution costs. They also point to a reduction in competition, noting that in 36% of tenders, only one bidder participates.
