The Governing Board of the City Council of Las Palmas de Gran Canaria has proposed the exclusion of the temporary union of companies (UTE) Acciona Servicios Urbanos-Bitumex from the bidding process for the municipality's Solid Waste Collection contract. This contract has a base bidding budget of 156.94 million euros for an eight-year service period.
With this decision, the race for the contract is narrowed down to three bidders: the UTE FCC Medio Ambiente-FCC Equal CEE Canarias, Urbaser, and Valoriza Servicios Medioambientales.
The reason for Acciona-Bitumex's exclusion is their failure to provide samples of paper-cardboard containers and side-loading organic waste containers, an obligation stipulated in the tender's terms. The tender required the submission of samples for different loading systems for various types of waste.
A technical report from July 23 indicated that, due to the absence of these samples, the adequacy of the containers with the technical specifications could not be verified. Consequently, technicians recommended exclusion, a decision adopted by the Contracting Board on July 27 and endorsed by the City's Governing Board.
Containerization is a key aspect of the new service. The City Council plans to increase the number of bins from the current 8,351 to 10,971. The awarded contractor will be required to introduce the new containers within eleven months and distribute them over an additional six months, handing over the amortized assets to the Administration upon contract completion.
