Aid for Canary Islands Maritime Transport to Mitigate War's Price Impact

The Council of Ministers has approved new subsidies for maritime and road transport, including an additional 7 million euros for Canary Islands routes.

The Council of Ministers has extended aid to compensate for rising fuel prices, stemming from the war in Ukraine, to maritime transport connecting the Peninsula with the Canary Islands and other insular regions, as well as inter-island routes.

These new measures, formalized through a royal decree-law, complement the existing 20-cent per liter fuel subsidy in effect since March 20. In total, 3.1 million euros will be allocated to the railway sector and an additional 7 million euros to maritime transport.

For road freight transport, a mechanism has been established to ensure that fuel price variations exceeding 5% are effectively passed on to the transport cost, directly affecting shippers. Previously, this review occurred every three months.
The passing on of these increases must be explicitly stated on the invoice to prevent alternative agreements. Furthermore, a specific sanctioning regime has been implemented for non-compliance. Minister Óscar Puente noted that although this measure was already in place since 2022, it was not widely adopted, and the new formula aims for permanent application.
The allocation for maritime transport is expanded with an additional 7 million euros, adding to the initially planned 30 million euros, and will cover pure cargo services between peninsular ports and the Balearic and Canary archipelagos, as well as Ceuta and Melilla, and between ports within the archipelagos.
The royal decree also introduces regulatory adjustments, such as the inclusion of eurotaxis or adapted taxis for people with reduced mobility in the aid system approved in March, and the adaptation of measures to the specific characteristics of territories like Ceuta and Melilla.
