The regulatory body formalized this case on May 13, citing potential breaches regarding supply security and guarantees. Under current regulations, the process has a maximum period of 18 months to reach a final resolution.
This action is part of a broader investigation that has already seen 66 information files opened by the CNMC. The regulator is scrutinizing various system operators and major electricity companies operating within the national market.
“"The facts subject to these procedures do not, in themselves, imply the attribution of the origin or cause of the blackout to the affected companies, given that the incident had a multifactorial origin."
The investigation is not limited solely to the events of April 28, but also covers practices detected during other periods that could constitute sector-specific infractions. Penalties for serious offenses can reach up to 6 million euros, while very serious ones could amount to 60 million euros.
