COAG Almería criticizes tax module order for "arbitrary criteria"

The agricultural organization denounces the unilateral publication of the order by Hacienda and Agricultura, which excludes key crops.

The agricultural organization COAG Almería has criticized Order HAC/484/2026 on tax module reductions for the 2025 tax year, labeling its criteria as "arbitrary" and "incomprehensible."

COAG Almería has demanded that the Ministry of Finance immediately correct the published Order, which modifies the net yield indices for the 2025 tax period. The organization believes the measure "unjustifiably" excludes a significant portion of Almería's agricultural sector, particularly horticultural crops.
The agricultural organization denounces that the Government has approved this tax reduction without prior dialogue, resulting in criteria that "do not reflect the reality" of the farms. Andrés Góngora, Provincial Secretary of COAG Almería, regrets that the ministries manage these reductions "detached from the field, making decisions that directly affect thousands of farmers and ranchers in the province, without listening to them."
The organization recalls that, following a meeting with the Government Sub-delegation in Almería, it was confirmed that even the territorial officials did not clearly know the parameters used by the Ministry to determine which municipalities and crops would benefit from tax breaks.
COAG Almería considers it "especially serious" that the order only includes a reduction for pepper cultivation, and only in the Poniente region, leaving out other horticultural productions in the province despite having suffered significant damages and losses. The 2025 agricultural campaign was marked by pests, phytosanitary problems, and adverse weather conditions, such as the series of storms last autumn, which affected all crops.
The organization deems it "incoherent" that horticultural crops facing similar circumstances are excluded from the tax reduction. "It is not justified that only one crop is eligible for reduction while all others, with similar losses and problems, are left out. We demand the extension of the reduction to all horticultural crops and the entire province," states Góngora.
Furthermore, COAG Almería denounces the lack of territorial coherence, as neighboring municipalities with identical agronomic and climatic incidents receive different treatment. Farmers in adjacent areas, with the same productive conditions and affected by the same problems, are excluded from deductions while other nearby municipalities are included or benefit from smaller reductions. This creates "comparative grievance, insecurity, and deep discontent."
Given the proximity of the end of the 2025 Tax Campaign, COAG Almería demands that the Ministry of Finance urgently rectify the Order and extend tax reductions to all affected crops and municipalities. It also urges the Ministry of Agriculture to initiate a "real process of dialogue" with the sector, calling for "fair, coherent measures adapted to the province's productive reality."
