Gesat Tortosa's New Manager Appointment Rejected

The board of directors rejects the top-ranked candidate's appointment due to lack of consensus and opposition criticism.

The board of directors of Gesat Tortosa has rejected the appointment of Òscar Subirats as the new manager of the healthcare entity, leaving the position vacant.

The board of directors of Gesat Tortosa (Healthcare and Assistance Management of the Hospital de la Santa Creu de Jesús and Clínica Terres de l'Ebre) has blocked the appointment of the candidate who had achieved the highest score in the selection process for the management position: Òscar Subirats. Subirats, a historian and councilor for ERC in Reus, has also chaired various healthcare organizations in Reus and was linked to SAGESSA/GINSA.
The decision follows the departure of the previous manager, Matilde Villarroya, at the end of 2022, which triggered the selection process last May. Although Subirats was the highest-scoring candidate, the main opposition group, Junts per Tortosa, voted against the appointment, alleging that the procedure had been tailored. The abstention of the CUP prevented the necessary majority to approve the proposal.
According to Junts per Tortosa, led by its spokesperson Meritxell Roigé, Subirats does not have the three years of executive experience in healthcare management required by the contest's terms. The party believes his experience is primarily political and that the cap on merit points benefited the candidate from Reus, questioning the process's rigor and its orientation towards a leader linked to ERC.
Furthermore, Junts per Tortosa has raised doubts about the potential administrative irregularity of the procedure, as the municipal secretary allegedly signed minutes while on medical leave. The party has also linked this decision to the future management model of municipal hospitals, warning of a possible loss of local control and concerns about the clinic's disappearance.
