The former secretary of the Reus City Council testified in the Innova trial that invoices were paid to Carles Manté due to "inertia", without documentation and with non-renewed contracts.

The former secretary of the Reus City Council testified that the municipal company Innova made payments to Carles Manté due to "inertia", without possessing the relevant documentation. According to the testimony, the initial contract signed with Manté's company, CCM Estrategies, in 2007, was neither renewed nor extended during 2008 and 2009.
In the second session of the trial, the witness indicated that the contracts for Manté and the architect Jorge Batesteza were authorized by Josep Prat, former general director of Innova. These contracts were linked to the advisory services for the construction works of the Sant Joan de Reus Hospital.
Furthermore, the witness stated that the capital increase for the company Shirota was advised against by management. He also admitted that there was inadequate control over the companies belonging to the municipal holding.
