The initiative, registered with the Senate's Foreign Affairs Commission, urges the Spanish Government to evaluate the technical study by the regional Chamber of Commerce and to promote the feasibility of this zone, which would include tax and customs advantages. The objective is to boost economic development, investment attraction, and job creation in a region considered a key geostrategic location in Southern Europe.
Landaluce highlighted the importance of the Port of Algeciras, one of Europe's most significant, and the area's robust industrial, energy, and logistics sector. However, he warns of persistent challenges in employment, economic diversification, and investment attraction, pointing out the need to explore new opportunities to compete with nearby territories that already have specific fiscal and regulatory frameworks.
Campo de Gibraltar cannot be left behind. We are in a particularly competitive environment, where different fiscal, customs, and regulatory frameworks coexist with specific tools to attract economic activity.
The senator emphasizes that this proposal should be understood as a matter of state, complementing pending investments in strategic infrastructure such as rail, road, energy, and logistics. He stresses that it is not about requesting privileges, but tools to compete on equal terms with territories like Gibraltar and Tanger Med, which already possess significant advantages.
The motion also values the study conducted by the Chamber of Commerce of the Bay of Algeciras, which analyzes the potential and legal fit of a Special Economic Zone. Landaluce concludes that there is a rigorous basis for initiating a serious and responsible debate about the future of the Campo de Gibraltar.
